The University of Texas has a great website to help international students determine if they have to file taxes and what their tax obligations are.
The Internal Revenue Service offers a lot of information on its website: www.ssa.gov. In addition, there is specific information for non-resident aliens. A non-resident alien is what international students are considered for tax purposes.
The Taxpayer Assistance Office is located at 4330 Watt Avenue, Sacramento, CA 95821. You can contact them by phone at (916) 974-5225. It might be best to visit their office and speak with a counselor.
